Preliminary and Pre-Juvenile Well Balanced Program Criteria
Technical Notification 30
Dated: July 17, 2008
Preliminary and Pre-Juvenile Well Balanced Program Criteria - Jumps
There has been some confusion regarding the number and types of double jumps that can be
included and repeated in the well balanced programs for the Preliminary and Pre-Juvenile
levels.
In May 2007 the Governing Council approved the recommendation of the Singles Committee
to limit the total number of jumping elements for the No test, Pre-Preliminary, Preliminary, and
Pre-Juvenile levels. The rule changes also addressed the repetition of these jumps within the
program, as well as jumping elements that are not allowed to be included.
With the inclusion of the new overall maximum levels, the limitation on the number of
“different” double jumps that could be included in the programs for the Preliminary and Pre-
Juvenile levels was removed.
These rules were not declared urgent at the 2007 Governing Council. They went into effect
with the publishing of the 2007-2008 Rulebook in September 2007.
The following jump elements are permitted in the Pre-Juvenile Well Balanced Program:
Pre-Juvenile:
Maximum 6 jump elements
• 1 must be an Axel-type jump
• No double Axels or triple jumps are permitted
• All other double jumps are permitted
• The Axel and no more than three different double jumps may be repeated
• Jumps may be repeated as individual jumps or in combination or sequence
• Maximum of 2 Axels or any double jump
Guidelines can be found in Rule 3691
The following jump elements are allowed in the Preliminary Well Balanced Program:
Preliminary
Maximum 5 jump elements
• 1 must be an Axel or waltz jump
• No double Axels or triple jumps are permitted
• All other double jumps are permitted
• The Axel and no more than two different double jumps may be repeated
• Jumps may be repeated as individual jumps or in combination or sequence
• Maximum of 2 Axels or any double jump
Guidelines can be found in Rule 3701

The Well Balanced Program Chart can be found on the USFS website under Judging Systems / Recent Updates (7-17-08)

Coaches Registration and Background Check
Coaches Registration and Background Check

Dear Coach:

We wanted to remind you about the requirements for coaches who want to receive a coaching credential at a U.S. Figure Skating qualifying competition this season including the new coach registration that went into effect on July 1, 2008. According to Rule 3032 in the U.S. Figure Skating rulebook “any coach being credentialed for a U.S. Figure Skating qualifying competition is required to be a member of both U.S. Figure Skating and the Professional Skaters Association (PSA) and must have paid the annual coach’s registration fee required under MR 5.09.” If your memberships and/or coach registration are not current when you sign in at a qualifying competition this season, your coaching credential for the competition will be denied. In the past, if this happened, you could correct the problem onsite and receive your credential. Unfortunately, this is no longer an option. The coach’s registration requires that a coach submit to a background check, which takes approximately 10 business days to process, so you will not be able to fix this at the competition, and your skater(s) will have to compete without you. Please don’t let this happen! If you have not registered yet or renewed your memberships with U.S. Figure Skating and/or the PSA, please do so ASAP! Information on how to join and complete the coach registration can be found on the PSA and USFS websites. Please note that if you have not processed your coach registration by August 15, we cannot guarantee that we will be able to complete your background check in time for your regional championship!
